ON ELECTION NIGHT, VOTERS FAST-TRACKED $11.8 BILLION FOR PUBLIC TRANSPORTATION

In 2025, voters approved pro-public transit measures 16 out of 19 times

WASHINGTON, D.C. – On Tuesday, November 4, voters in Colorado, Michigan, North Carolina, New Mexico, and Washington supported measures that boost funding for public transit improvements, expansions, operations, and supporting infrastructure. 13 out of 16 ballot measures passed, delivering over $11 billion to public transit, with an 81% win rate. Beyond just funding, in six Colorado jurisdictions, voters took a major step by approving the creation of a Regional Transportation Authority (RTA) to meet the needs of a growing population. In total, this year, 16 out of 19 ballot measures passed, resulting in an 84% win rate and $11,773,346,495 in public transit funding.

“Voters have sent a powerful message: public transportation is essential infrastructure that America needs and deserves,” said Paul P. Skoutelas, APTA’s president and CEO. “These ballot victories represent more than just transit funding—they’re investments in our national economy. Public transportation creates good-paying jobs, connects millions of Americans to work, and serves as the backbone of economic activity in communities nationwide. When voters choose to fund public transit, they’re choosing economic growth, job creation, and expanded opportunity. The overwhelming support we’ve seen in 2025, and over the past several years, proves that Americans understand that public transportation isn’t just about getting from point A to point B—it’s about building stronger, more prosperous communities for generations to come.”

“Our communities turned out in strong numbers to support transit initiatives that make local life more equitable and resilient,” said Jessica Grennan, Executive Director of APTA’s Center for Transportation Excellence. “Even in an off-year election, voters still turn out for public transit, and we continue to see broad support from urban to rural areas and across the political spectrum. Last night’s victories join the rest of this year’s wins and reflect a decade-long trend: Americans vote for yes for public transportation.”

From West to East, voters approved transit improvements in their communities. Some highlights include:

    • Voters in Charlotte, NC, said ‘yes’ to investing in a future transit system that serves commuters’ needs
    • Ellensburg, WA residents supported Prop 1 to keep all services running, deliver planned service upgrades, support ridership growth, and more.
    • Kalamazoo, MI voters said “Yes” to a measure renewing and increasing the millage to keep buses, Metro Connect, and Metro Link running, while sustaining service levels and expanding access.

Results for all 2025 measures can be found on the Center for Transportation Excellence website.

Moving Full Speed Ahead on Your Transit Ballot Measure Campaign

Foundational and pre-campaign activities are critical to a ballot measure’s success.

By Jessica Grennan, CFTE’s Executive Director, and Morgan Snyder, CFTE’s Campaign Director

With an 84-percent win rate of public-transit-supporting ballot measures in states and localities across the U.S., 2024 was a banner year for public transit. Voters in red and blue states, urban and rural areas, combined to support transit in 51 of 61 elections during the year, including high-profile victories in Columbus, OH, Nashville, TN, and Maricopa County, AZ. These elections are projected to generate upward of $25 billion in dedicated, multi-year capital and operating support for public transportation. As people who closely watch ballot measures of all kinds, we can attest that few (if any) issues receive that level of voter support. This demonstrates that increasing access to transportation is popular with the public—because it means an improved quality of life, job opportunities, and economic growth.

As we kick off another year of campaigns (yes, 2025 is an election year!), and see 2026 ballot measures forming, it is the perfect time to remind prospective campaigns that engaging in the right activities early on can ensure referendums’ success on Election Day. Below are CFTE’s (APTA’s Center for Transportation Excellence) recommended beginning steps for a winning public transit initiative.

    Understand the History—and Research

Before putting a measure on the ballot, understand the local political environment. Whether it is exploring what measures, transit or otherwise, will be competing for voter support or donor funding—or understanding if (and why) a previous transit measure in your area failed—research is critical to an initiative’s prospects. Think of Austin, TX: it lost its transit ballot measure in 2014 in part due to a low level of trust in the Capital Metropolitan Transportation Authority. In 2020, after spending the intervening years researching and testing strategies to develop thoughtful, detailed policies and increasing trust in the agency, a measure making huge investments in transit passed in Austin in 2020.

Research is equally vital in helping investigate how to start a ballot initiative in your state or locality. It is how you answer such questions as “Are ballots here citizen-led initiatives, or does the legislature approve them?” “How many signatures get the measure on the ballot?” “Who will be the major detractors versus supporters of this referendum?”

Whether you hire a campaign research director or a research firm, it is vital to answer these questions—and more—to plot a successful campaign strategy from A-Z.

    Polling & Lawyers

Polling and lawyers go hand in hand. Commission polling to gauge voter support, refine messaging, and determine if residents would check “yes” to your ballot measure language. Then, lawyers come in to ensure compliance with election laws!

Pollsters often use a baseline survey to determine where support lies for the issue. This can indicate initial strength or that language needs to be reworked. Most large campaigns begin polling 18 months before the vote. Starting early means more time to find the best spokespeople and coalitions to spread your message and, most importantly, provides insight into “winnable” ballot language. In an August, 2024, straw poll in Miami-Dade, FL, nearly 80 percent of voters supported expanding rapid mass transit. Now, the county knows that a transit ballot measure has the potential to win.

Legal advice is a must. It does not matter if voters support a proposed measure; if the measure doesn’t comply with state laws, people cannot vote on it on Election Day! Election lawyers can ensure your campaign activities and ballot language are in line with state requirements, whether in regard to taxing restrictions or “single-issue requirements.” Strong ballot language is also critical in the face of post-election lawsuits, as we saw in Nashville and Maricopa County this past year (both measures faced challenges in court and won!).

    Create a Plan

With solid research and polling data, you can create a transportation plan that meets the needs of your region. A good plan links transportation to broader regional goals, including economic development, job opportunities, and community safety.

The local Metropolitan Planning Organization (MPO) typically leads the planning process. To be eligible for state and federal funding, your planning process should include a rigorous public participation process. Aim to engage a broad range of community stakeholders, including businesses, nonprofits, and local elected officials. Consider Charlotte, NC. The Charlotte Area Transit System is currently gathering public feedback on potential road and rail projects through public engagement.

    Conclusion

These activities will help you hit the ground running on your transit ballot measure. Putting in the time and work at the beginning builds a strong foundation for a campaign—and will bolster the measure against obstacles that come down the line.

Once you take these steps, you can start building out your campaign team and identifying positions to fill and who will be responsible for what activity. If you do all of this, your ballot measure will be on the way to success!

POST-ELECTION SNAPSHOT: VOTERS GREENLIGHT $25+ BILLION IN PUBLIC TRANSPORTATION BALLOT MEASURES ACROSS U.S. IN 2024

In Tuesday’s election, voters have thus far supported 19 out of 25 measures in favor of public transit, with the results of 1 measure still outstanding

WASHINGTON, D.C. – Yesterday, on Tuesday, November 5, voters voiced their overwhelming support for public transit by approving transit ballot measures across the country. As of today, there have been a total of 46 wins out of 53 measures for public transit in 2024, an 86.7% win rate. We have results thus far for 25 out of 26 measures in the general election supporting public transit, adding to the 27 public transit measures already passed by voters this year. You can find results for ballot measures on our 2024 election scorecard, which has the most up-to-date information.

“Initial results from this year’s public transportation ballot initiatives show a clear trend: communities across the country are backing public transit. These measures have become a vital indicator of voters’ commitment to investing in transit, and this year’s response has been overwhelmingly positive,” said APTA President and CEO Paul P. Skoutelas. “The public’s enthusiasm for investing in transit reflects a clear desire for cleaner, more accessible transportation options in their neighborhoods. The 2024 election has marked a significant step forward for public transportation, as communities continue to invest in a brighter, more sustainable future for everyone.”

“This yearAmericans showed they fully support funding for public transit, approving almost 87% of initiatives across the country. Now, our communities will have the support they need to invest in their neighborhoods, leaving infrastructure that will be here for our kids and grandkids,” said Jessica Grennan, Executive Director of APTA’s Center for Transportation Excellence. “The success of these measures shows that voters are committed to improving mobility, increasing access to essential services, and ensuring all residents have the infrastructure needed to thrive, and get where they need to go.”

Last night has already proved to be a marked success, with $24.9 billion approved so far by voters to make transit improvements, bringing the total funding for public transit in 2024 to over $25 billion. These results show that residents understand the importance of putting our public transit systems on the road to recovery—because good public transportation means a brighter and easier future for communities.

You can find this year’s victories for public transit below.

    Friends,

Next Tuesday, voters will go to the ballot box to vote in important state and local elections. Though it’s an off-year election with fewer items on the ballot due to low expected turnout in most states, the decisions voters make this year are just as important for their communities as any other year.

So far this year, 5 communities, mostly in Michigan, have supported transit at the ballot box in local elections, a perfect record for transit at the ballot box so far, upholding a years-long pattern of voters reaffirming their support for public transit. On November 7, communities in Missouri, Colorado, and Ohio are poised to join them.

CFTE will provide updates as results come in. For as-they-happen updates, follow us on Twitter at @CFTE_News.

Additionally, communities are gearing up for a big 2024. The presidential election will bring high turnout across the country, and transit agencies and advocates have a chance to leverage this huge opportunity through transit votes. However, a presidential election also means an expensive, crowded media environment with a myriad of items on the ballot competing for voters’ attention, so campaigns will need to be well-resourced and well-prepared to proceed. We’re excited to tell you more about some of the communities we’re working with in the new year.

As always, if you or your community are considering a measure, please do not hesitate to reach out.

    Best,
The APTA’s Center for Transportation Excellence team

    Missouri

One of the biggest and most consequential measures on the ballot this November, the bus service renewal measure in Kansas City, has received robust support from local champions, including Mayor Quinton Lucas and KCATA CEO Frank White III.

    • Kansas City: The measure would renew a three-eighths of a cent city sales tax for operation and improvement of the public bus system over a period of 10 years. If approved, the funding will exclusively be used for the Kansas City Area Transportation Authority’s (KCATA) bus system, and would avoid a 30% cut to the KCATA budget and reduced routes within the city.

    Colorado

Along with the local transportation ballot measures in Fort Collins and Boulder, voters will also see Proposition HH on the statewide ballot, which will reduce the pending increase in property taxes — if Coloradans agree to a reduction or elimination in TABOR refunds. We are watching how this confusing measure will impact other tax ballot measures, including new local taxes for transit.

    • Fort Collins: The measure collects funding through a half-cent sales tax, allocating 25% of the revenue specifically to the city’s transit system through 2050. This funding supports various public transit programs and services, including infrastructure improvements, equipment purchases, and the expansion and enhancement of transit services.

    • Boulder County: The measure collects funding by extending the existing property tax mill levy of 1.85 mills for ten years to facilitate broader access to transportation. If passed, funds would cover the costs of providing a regional transportation district Eco Pass to all district residents while also authorizing an Eco Pass program for non-resident employees of employers in the District without increasing district taxes for residents.

    • City of Fountain: The measure, if approved, would levy a 1% sales and use tax to generate $4.5 million annually for the Pikes Peak Rural Transportation Authority, with 10% of the net revenue going toward improving transit services through 2034, followed by a decrease to .45% sales and use tax with 22.22% of the net revenue funding public transit services thereafter.

    Ohio

In November, Ohio voters will decide on a constitutional amendment on abortion.   This is a more than 70 million dollar race, unprecedented for a midterm election.  We are expecting higher than average turnout due to the field efforts on both sides of this highly competitive ballot measure, which means transit measures at the local level are likely to see historic voter participation for an off-year election.

    • Perrysburg: Voters will decide on renewing a 0.8-mill public transportation levy, estimated to generate $539,000 annually for five years, with a $22 yearly cost for the owner of a $100,000 home. The levy aims to sustain Perrysburg Transit — a decade-old service entering its third contract and operated by MTM Transit – ensuring continued accessible and reliable transportation services for Perrysburg residents.

    VOTERS ACROSS THE COUNTRY SUPPORT
PUBLIC TRANSPORTATION AT THE BALLOT BOX

In Tuesday’s election, voters across the U.S. added to primary wins, passing 29 out of 36 measures supporting public transit so far, boasting an 80.56% win rate to date in 2022

WASHINGTON, D.C. – In communities across the country, voters on Tuesday continued to voice their overwhelming support for public transit by approving 14 out of 19 measures supporting public transit. At this time, one measure is still awaiting results. Last night’s results add to the 15 public transit measures already passed by voters this year, bringing this year’s total to 29 out of 36 wins for public transit, an 80.56% win rate. This number is expected to hold steady as final results come in for the remaining measures.

Tuesday’s results add to a string of historic years for transit at the ballot box, with over 85% of measures winning for public transit from 2017 to 2022. At a time when the federal government is more committed than ever to funding transit and infrastructure, voters agree and are putting their money where their mouth is to provide a local match.

“Almost one year ago, President Biden signed the historic Infrastructure Investment and Jobs Act to provide state and local communities with long overdue funding for transportation, including public transit. In the year since, communities have met the moment and stepped up with bold visions for their transportation futures and asked voters for local funding to match,” said APTA President & CEO Paul P. Skoutelas. “We’re heartened to see that voters have once again put trust in their communities with overwhelming victories for measures funding public transit across the nation last night and throughout the past year, and we’re excited to see even more communities follow suit in 2023 and 2024.”

“For years, the public’s support for transit has been on a roll, and 2022 is no different,” said Josh Cohen, Executive Director of APTA’s Center for Transportation Excellence. “Voters support transit at the ballot box because it can transform a community and create pathways to a more equitable and accessible future. Transit is the only issue that unites leaders from all walks of society, from elected officials to transit agencies to business to labor to the grassroots, around a common vision that benefits all of us. While some of the larger measures suffered a setback, the results from the 2022 elections reflect a years-long trend toward greater investment.”

The measures winning at the ballot box Tuesday represent billions in new funding. Some of last night’s biggest victories for public transit include:

    • An extension of a half-cent sales tax for 30 years in San Francisco, CA. This measure will allow the local transportation authority to issue up to $1.91 billion in bonds for transportation projects.
    • A statewide ballot initiative in Massachusetts that would place additional 4% tax on earners over $1 million – in addition to the existing 5% flat-rate state income tax – to generate a total revenue of $1,300,000,000. The revenue can be used for education, roads, bridges, and public transportation.
    • A $52,630,000 bond to fund a variety of transportation, road, pedestrian enhancement and transit projects across Arlington County, VA.
    • Two propositions to stay with Capital Metro and maintain public transit service in Lago Vista and Manor, TX, joining a similar victory earlier this year in Leander, TX.
    • Multiple transportation millage renewals and initiatives in Michigan, including:
      • A levy of 0.478-mill to continue the Bay Area Transit Authority’s bus service in both Grand Traverse & Leelanau County for four years.
      • A 6-year renewal of 0.2 of 1-millage for the Huron Transit Corporation in Huron County.
      • A renewal of a 0.95-mill rate to maintain and increase SMART transit services for five years in Macomb County.
      • A 10-year, countywide 0.95-mill rate to fund SMART bus transportation system and expand mass transit in Oakland County.
      • A four-year 0.996-mill tax for SMART services in Wayne County.
    • Several countywide sales tax measures in Colorado, such as:
      • An extension of the 0.1% countywide transportation sales tax in Boulder County.
      • A 0.5-cent sales tax increase to fund a new transit authority in Eagle County.
      • An extension of the Pikes Peak Regional Transportation Authority’s 1-cent sales tax for 10 years in El Paso County.

Unfortunately, the following measures fell short:

    • An early renewal of Fresno County, CA’s Measure C sales tax for transportation. The measure needed ⅔ supermajority support to pass, and fell short of that mark. The current tax does not expire until 2026 so the County still has time to pursue another renewal without a loss of funding.
    • An early renewal of Madera County, CA’s Measure T sales tax for transportation. The measure needed ⅔ supermajority support to pass, and fell short of that mark. The current tax does not expire until 2026 so the County still has time to pursue another renewal without a loss of funding.
    • A sales tax measure for transportation in Hillsborough County, FL. The measure faced legal challenges in the last few weeks, with a judge removing the item from the ballot until the court of appeals issued a stay of that order.
    • A sales tax measure for transportation in Orange County, FL.
    • A sales tax measure for transportation in New Hanover County, NC.

At the time this note was sent, the following measure has not yet been called:

    • A sales tax initiative in Sacramento County, CA which would raise the county sales tax by one-half of 1% for 40 years and raise $8.5 billion to fund dozens of transportation projects. As of Wednesday morning, the measure is trailing narrowly.

APTA’s Center for Transportation Excellence tracks all of the measures at its website and through its Twitter account.

Please let us know if you have additional questions.

    Friends,

With Election Day next Tuesday, public transit is on the ballot across the country. While the number of measures on the ballot this year is consistent with midterm elections in the past, this year feels different.

So far, transit has been successful in 15 of 17 ballot measures. Major initiatives in Sacramento County, California and Orange County, Florida will collectively bring in billions in transit investments if passed come November.

Alongside these, CFTE is tracking 12 transit-related measures in California, Colorado, Massachusetts, Michigan, North Carolina, and Virginia. We wanted to give you a preview of what we’ve been seeing and what we’re watching for in the coming weeks.

Some of you may know that in Hillsborough County, Florida, a judge had removed their sales tax measures from the ballot due to “misleading ballot language” (although in the opinion of CFTE, it was not even a little “misleading”). Fast forward, another judge issued a stay and Florida voters continue to cast their ballots, even as litigation is ongoing. We are in touch with the campaign and will keep you updated.

As always, you can stay on top of these measures and initiatives by checking our website’s campaign tracker. Feel free to reach out to T.J. Doyle (APTA Vice President of Communications & Marketing) or any of us at CFTE with any questions!

    – Team CFTE

    Type: Sales Tax

Measure: Increase the sales tax by 1-cent to improve public transportation across the county for 20 years.

    • The $600 million per year collected would expand the Lynx bus system and Sunrail network, while also funding road, sidewalk and bike path improvements across the county.

Advocates say this would improve traffic and highlight that tourists would pay the majority of the tax.

There are three similar measures in Macomb, Oakland, and Wayne county that seek to maintain and increase SMART transit services:

    • Macomb County: This measure would renew the 0.95-mill rate to maintain and increase SMART transit services for five years in the county.
    • Oakland County: This measure would approve a 10-year countywide 0.95-mill to fund the SMART bus transportation system, expand mass transit throughout all of Oakland County – including North Oakland Transit Authority (NOTA), West Oakland Transit Authority (WOTA) and the Older Persons’ Commission paratransit services – and provide more than $20 million for new services.
    • Wayne County: This measure would renew a four-year 0.996-millage for communities that are part of the SMART system. This would raise about $20.2 million in its first year.

    Updated 5/1/20:

In the face of the COVID-19 pandemic, as transit agencies face decreased ridership due to social distancing, communities tough decisions about how to proceed with public transit funding measures for this year’s elections.

CFTE has been tracking measures that have postponed or cancelled planned elections as well as efforts still moving forward.

We outline below updates from measures that have been publicly reported.

Many other communities have not announced any changes to planned measures and are biding their time as developments unfold. You can stay up-to-date on all of this year’s planned elections at CFTE’s Campaign Tracker.

If your community is working on a ballot measure to fund public transit and you’re unsure of how to move forward in light of the pandemic, CFTE can help. Request campaign resources including talking points regarding COVID-19 here or contact us with questions at info@cfte.org (that address goes to the full team).

Lastly, we are planning to release additional resources in the coming days, including updates on local and legislative initiatives. Please check back on our website or subscribe to our mailing list for more information.

Transportation Sales Tax – Sacramento County, CA

On March 25th, the Sacramento City Council became the first city council in the county to approve a transportation sales tax plan for the November ballot. While the plan still requires the approval of the remaining city councils by May in order to make the ballot, Sacramento City Councilors were comfortable moving forward with the plan “if the outcome proves reasonably positive with COVID-19.”

    Transportation Bond – Statewide, Maine

On March 21st, Maine legislators placed a $105 million transportation bond measure on the statewide ballot for the June primary.

Sales Tax – Gwinnett County, GA

The Gwinnett County Commissioners will vote on April 7th to approve a list of projects that will be sent to the ATL Board for approval. The Commissioners could then put a measure to fund those projects on the November ballot. While it is unclear if the measure will be put on the ballot for this November, the Commissioners are currently on schedule to do so if they wish.

Sales Tax – Lucas County, OH

At an April 9th meeting, the board of the Toledo Area Rapid Transportation Authority (TARTA) voted to direct its General Manager to take the steps to place a measure on the November ballot to replace TARTA’s existing property tax levies (one of which is up for renewal on the primary ballot) with a sales tax.

    Transportation Bond – Portland, OR

Oregon Metro, the government that oversees the Portland region, is considering hitting pause on a November transportation bond for the region. However, the government has until Aug. 15 to put the measure on the ballot, and is waiting to see how the situation develops before making any decisions.

Caltrain Sales Tax – San Francisco, San Mateo, and Santa Clara Counties, CA

Bay-area based agency Caltrain has continued to push forward with a measure for November, arguing that the current pandemic only highlights the need for dedicated funding. On April 1st, the San Mateo County Transit District’s Board of Directors voted to move forward with a 1/8 cent tax for Caltrain, which would be the first dedicated source of funding for the agency. The tax was considered an alternative to FASTER Bay Area should that measure not make it on the ballot. The vote of the SamTrans Board of Directors is the first of six at different agencies between the three counties required to put the tax on the ballot.
